I think that Sasuke being better than Naruto (who is white) in the early part of the series is allegorical for the Japanese overpowering the Russians a Western power in the 19th century ie the first time an Asian power demonstrated itself to be militarily on par with a European one in late modern history and then Naruto becoming ultimately stronger than Sasuke over the course of the series is allegorical for their subjugation and occupation by the West after World War II ..
